There is no limitation on the number of roles you can assign to a user. Here is the procedure:

Login to useradmin : http://hostname:port/useradmin -> search the user you want to add roles to ->

Select User -> Assigned Roles tab -> Click Modify -> Search roles you want to add -> You can select multiple roles by clicking 'ctrl' button -> Click Add -> Save changes.
